Procesos de reformas constitucionales en el Derecho Constitucional Subnacional Argentino (2020-2023)

El presente trabajo tiene como objetivo analizar los procesos de reformas constitucionales, incluyendo proyectos de reformas que aun no han logrado materializarse, para poder identificar los principales problemas que afronta el derecho constitucional subnacional argentino. Se analizan las propuestas formuladas, así como el contexto institucional y político en el cual se llevaron a cabo las reformas provinciales. Se analizan así las reformas concretadas en Salta (2022), Jujuy (2023) y La Rioja (2024), las propuestas en curso en Tierra del Fuego (2024), y los intentos (hasta ahora) frustados de Chaco, Mendoza y Santa Fe.
This paper’s aim, is to analyze the constitutional reform processes, including reform projects that have not yet materialized, in order to identify the main problems faced by Argentine subnational constitutional law. The proposals formulated are analyzed, as well as the institutional and political context in which the provincial reforms were carried out. Thus, the reforms carried out in Salta (2022), Jujuy (2023) and La Rioja (2024), the proposals underway in Tierra del Fuego (2024), and the (so far) frustrated attempts in Chaco, Mendoza and Santa Fe are analyzed.
