Federalización en disputa: Estructuras geográficas de privilegio en la adjudicación de becas del Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET)

El artículo analiza la distribución territorial de las becas del CONICET, correspondientes a la convocatoria 2023 y su vínculo con los objetivos de federalización definidos por el Plan Nacional de Ciencia, Tecnología e Innovación 2030. A partir de un enfoque cuantitativo, se identifican desigualdades por área de conocimiento, tipo de beca y provincia. Se construye un índice que permite caracterizar el grado de incumplimiento territorial, revelando la persistencia de estructuras geográficas de privilegio. En diálogo con los aportes de Merton y Bourdieu, se interpreta este fenómeno como una manifestación del efecto Mateo territorial y de la acumulación diferencial de capital científico. Los resultados ponen de manifiesto la brecha entre los objetivos estratégicos y la implementación efectiva de la política de adjudicación, lo que plantea desafíos para el monitoreo y la redistribución equitativa de los recursos científico-tecnológicos.
The article analyses the territorial distribution of National Scientific and Technical Research Council (CONICET) fellowships awarded in the 2023 call and their connection with the federalisation objectives defined by the National Plan for Science, Technology and Innovation 2030. Using a quantitative approach, inequalities are identified across knowledge areas, fellowship types, and provinces. A synthetic index is developed to assess the degree of territorial non-compliance, revealing the persistence of geographical structures of privilege. Drawing on the contributions of Merton and Bourdieu, this phenomenon is interpreted as a manifestation of the territorial Matthew effect and the differential accumulation of scientific capital. The results highlight the gap between the strategic objectives and the actual implementation of the allocation policy, posing challenges for monitoring and for the equitable redistribution of scientific and technological resources.
