Natural Diversion of the Salado River to Prevent Flooding in Surrounding Areas: Implementation of Relief Branches

Abstract— Floods are a recurring problem due to the advance of climate change. Santa Fe is one of the Argentinian cities most affected by these events at a social, economic and environmental level. After the great flood of 2003, Santa Fe has looked for a solution to the effects produced by heavy rain. The purpose of this paper is to discuss the strategy of implementing relief branches to provide more space for the Salado River course. To achieve this aim, this paper is organized as follows. In the first place, there is a description of the problem of flooding in surrounding areas from the Salado River. To shed light on this problem, the causes and the consequences of the floods are introduced. In the second place, the strategy of relief branches is presented. The last section aims to analyze and discuss the viability of their implementation in the city of Santa Fe. This paper is expected to contribute to the analysis of the flooding problem and to the promotion of the local implementation of foreign engineering projects that have provided sustainable solutions in other countries.
Resumen— Las inundaciones son un problema recurrente debido al avance del cambio climático. Santa Fe es una de las ciudades argentinas más afectadas por estos eventos a nivel social, económico y ambiental. Tras la gran inundación de 2003, Santa Fe ha buscado una solución a los efectos producidos por las fuertes lluvias. El propósito de este trabajo es discutir la estrategia de implementación de ramales de alivio para brindar más espacio al curso del río Salado. Para lograr este objetivo, este trabajo se organiza de la siguiente manera. En primer lugar, se describe el problema de las inundaciones en las áreas circundantes al río Salado. Para arrojar luz sobre este problema, se exponen las causas y las consecuencias de las inundaciones. En segundo lugar, se presenta la estrategia de los ramales de alivio. La última sección tiene como objetivo analizar y discutir la viabilidad de su implementación en la ciudad de Santa Fe. Se espera que este trabajo contribuya al análisis del problema de las inundaciones y a la promoción de la implementación local de proyectos de ingeniería extranjeros que han brindado soluciones sustentables en otros países.
