El cooperativismo y la obtención de agua potable en Oberá, Argentina

Se analiza la alternativa cooperativa, en este caso la experiencia de la ciudad de Oberá, provincia de Misiones, Argentina, como un ejemplo de gestión integrada, participativa y equitativa del agua. Esta alternativa es entendida como una expresión del sector privado no lucrativo, o del sector público no estatal, y ofrece oportunidades poco exploradas por los organismos internacionales para conseguir mayores niveles de equidad. Se describe la situación previa a la intervención de la cooperativa como prestadora de servicios, las dinámicas y desafíos que ha asumido a lo largo de casi tres décadas, y las perspectivas de crecimiento de esta experiencia. El cooperativismo cumple funciones a partir de prácticas que, necesariamente, junto con otras organizaciones del tercer sector, fortalecen la calidad de la democracia y los niveles de confianza en las instituciones producto del afianzamiento del capital social. Sin embargo, este andamiaje institucional ofrecido por la alternativa cooperativa, puede zozobrar si los ciudadanos no intervienen en su sostenimiento y es captado por grupos que no observan los principios cooperativos. Por último, se analiza la posibilidad de réplica de la experiencia a partir los ejemplos encontrados, especialmente en Argentina, resaltando el potencial de este tipo de organización empresarial en materia de gestión de agua potable.
This work analyzes an alternative cooperative as an example of integrated, participatory and equitable management of water; specifically, the experience of the City of Oberá, Province of Misiones, Argentina is analyzed. The alternative cooperative is understood as an expression of the non-profitable private sector, or as an expression of the non-governmental public sector. The alternative cooperative offers little-explored opportunities to obtain improved levels of equity, particularly from the perspective of international organizations. To begin, the situation prior to the intervention of the cooperative as a provider of service, the dynamics and challenges that it has assumed for almost three decades, and the perspectives of the growth of this experience will be described. Likewise, this work will reflect upon the type of cooperative understood as a small republic, which is a free organization, comprised of free persons; in its interior is develops republican functions such as to critically analyze existing practices, to provide an opportunity for a deliberation within the community groups, and to exercise civic virtue in order to pursue ends not guided solely by personal interest. Cooperatives fulfill functions through practices that, necessarily together with other third-sector organizations, strengthen the quality of democracy and the levels of trust in the institutions—products of a strengthening social capital. Nevertheless, this institutional structure, offered for the cooperative moment, can capsize if the citizens do not intervene for its sustainability and it is co-opted by groups that do not observe its cooperative principals. Finally, the paper analyzes the possibility of repeating the experience, especially in Argentina, through the examples encountered, highlighting the potential of this type of managerial organization in terms of the management of potable water.
