Diseño y construcción de habitáculos adaptativos para mitigar la vulnerabilidad habitacional en contextos de emergencia

El presente estudio  surge del Programa de Articulación  y  Fortalecimiento  Federal de las Capacidades en  Ciencia y  Tecnología en  el contexto  de COVID-19,  con  el objetivo  de abordar la vulnerabilidad  habitacional de los sectores populares en  situación  de hacinamiento  y  precariedad  debido a la pandemia. Se desarrolló un habitáculo de emergencia para ampliar el espacio en viviendas precarias y  mejorar la calidad  de vida de los residentes.  La falta de espacios adecuados en  cantidad  y  calidad  en estas viviendas pone en  peligro  las medidas gubernamentales en  tiempos de pandemia.  El enfoque se basó  en  crear un  refugio  de emergencia que fuera fácil de construir,  económicamente eficiente y adaptable a diversas situaciones.  El artículo  aborda el diseño  y  construcción  de los habitáculos de emergencia en  tres dimensiones: Proyectual-Funcional-Estructural,  Económica y  Eficiencia Térmica- Energética.  El prototipo  cumple con  criterios de producción  de bajo  contenido  tecnológico,  rápido montaje,  eficiencia energética y  resistencia a las incumbencias climáticas,  para clima templado continental como el caso de Mendoza. Se establece que los habitáculos deben servir en las tres primeras etapas de atención  de la emergencia,  ofreciendo  una respuesta rápida y  satisfaciendo  necesidades biológicas, materiales y técnicas locales.
This study arises from the Program Me for Federal Articulation and Strengthening of Science and Technology Capacities in the context of COVID-19, with the aim of addressing the housing vulnerability of popular sectors in a situation of overcrowding and precariousness due to the pandemic. An emergency shelter was developed to expand the space in precarious housing and improve the quality of life of the residents. The lack of adequate space in quantity and quality in these dwellings jeopardizes government measures in times of pandemic. The approach was based on creating an emergency shelter that is easy to build, economically efficient and adaptable to a variety of situations. The proposal was developed holistically, considering transversality to optimize results. The article addresses the design and construction of emergency shelters in three dimensions: Project-Functional-Structural, Economic and Thermal-Energy Efficiency. The prototype meets production criteria of low technological content, rapid assembly, energy efficiency and resistance to climatic conditions, for continental temperate climate as in the case of Mendoza. It is established that the shelters should serve in the first three stages of emergency response, offering a rapid response and satisfying local biological, material and technical needs.
